In 1973 he served as a consultant for the Rand Corp.; Hudson Institute; Stanford Research Institute; European-American Institute for Security Research; and the House Republican Wednesday Group. He was a research associate in 1973 - 1975 at the International Institute for Strategic Studies in London, England, and in 1975 became assistant director.         In 1972 Mr. Burt was a senior research associate at the United States Naval War College.
